5 Ways 5D Software helps you follow HSE Contractor Management guidance

The HSE Guide – Using Contractors INDG368 is aimed at any business that uses contractors ie: anyone you ask to do work for you who is not an employee. The guidance explains the importance of taking contractor management seriously and what you must do to comply with health and safety law.

1. Selecting a suitable contractor

What the HSE Guidance Says:

This is all about satisfying yourself that the contractor you chose has the right skills, experience and competence for the job. There’s a number of key questions you should ask your contractor including:

  • What is your recent health and safety performance? For example, how many accidents and cases of ill health have you had, has HSE taken any action taken against you?
  • Do you have a written health and safety policy? (This is only a requirement if five or more people are employed.)
  • Can you provide existing risk assessments done for similar jobs? Again, written risk assessments are only required by law if five or more people are employed.
  • What qualifications, skills and experience do you have in this type of work?
  • What health and safety information and training do you provide for your workers? 
    If required, do you have Employers’ Liability Compulsory Insurance?

2. Instruction & Training

This section is all about giving your contractor important safety information on your site including specific risks and emergency procedures. Don’t assume that contractors will be aware of all the risks, even if they seem obvious to you.

What the HSE Guidance Says:

The HSE stresses the importance of you and your contractor working together and coordinating your activities, to make sure the work can be done safely and without risks to health. One suggested way of doing this is to have regular meetings throughout.

4. Managing and supervising the work

  • Who will supervise the work and how?
  • How will the work be done and what precautions will be taken?
  • What are the working procedures, including any permits to work?

5D lets you book in a job and assign an internal job owner who will have access to all of the supporting job information as well as a daily schedule of who will be on site and when. They can book contractors on and off site, schedule and record supervisory notes and where appropriate, issue a permit to work.

Permits to Work are not legally required documents and are not normally required for controlling general visitors to site or routine maintenance tasks in non-hazardous areas. However, they are widely acknowledged as being best practice for workplace safety for across a range of activities typically carried out by contractors including hot work, electrical work, working from height, working with hazardous substances and confined spaces. 

Designing, completing, tracking and recording Permits to Work are all handled within the 5D Contractor software. You can design your own permits to work from scratch or use and edit the starter library of default permits provided in the software. The permits to work can be accessed through the software web interface and also on a mobile app via a QR code on the actual contractor ID pass. Each permit to work has an expiry date and must include a digital signature from both the contractor and internal manager. Both signatures are again required when the active permit is closed, confirming the job had been completed and the work area left in a safe state of repair. The authorising user will be asked for a pin code at point of sign-off.  All permit to work history is retained in the contractor database software.

The HSE guidance also advises that after the job is finished, there will be benefits in reviewing and learning from any lessons to see if performance can be improved in future. This sort of process can be captured within 5D and easily referenced for the next contractor project.

5. An important checklist 

What the Guidance Says:

The ING368 guide concludes by listing a set of key questions you should ask yourself when hiring a contractor. Remember, if you don’t ask them, the HSE will if something goes wrong:

  • Have you identified all aspects of the work you want the contractor to do?
  • Have you included the health and safety implications of the work in the job specification?
  • Have you made enquiries about the competence of the contractor? If so, have you checked for evidence before they get the job?
  • Have you assessed the risks of the work and agreed action to control the risks with the contractor?
  • Have you provided the contractor and their employees with information about the risks?
  • Have you provided the contractor and their employees with your emergency procedures?
  • Have you put in place arrangements with the contractor to coordinate your activities during the work?
  • Have you identified who will be responsible for the work and what you will expect them to do?
  • Have you identified who will supervise the work and how?
  • Have you put in place arrangements to keep a check on how the work is going against what you have agreed with the contractor?
  • Have you agreed how the job will be reviewed to learn any lessons from it?
